The Special Liability Insurance Scheme (SLIS) is a NSW Government insurance scheme that provides physical and sexual abuse (PSA) cover for NGO service providers who deliver out-of-home care (OOHC) and youth homelessness services on behalf of the DCJ.
The SLIS is administered by Insurance and Care NSW (icare). It commenced on 1 January 2025 and replaced DCJ’s NGO Short-Term Indemnity Scheme.
The SLIS addresses the lack of available commercial insurance coverage for PSA claims and ensures OOHC and youth homelessness service providers can continue delivering essential services to children, young people and their families.
Background information on PSA insurance is available on the NGO physical and sexual abuse insurance interjurisdictional working group page.
