The NSW Government is improving access and amenity at the Tomaree Lodge site at Port Stephens to enhance the local community and visitor experience.

The Government has committed to ensuring that the site is retained for community use and public enjoyment following an initial high-level public consultation and more recent community engagement activities.

Tomaree Lodge has great heritage, cultural, environmental, social and economic significance. Any decisions made on its future must be carefully considered and preserve the site’s integrity, as well as protect the adjacent marine and national parks.

What is happening with the development of the site?

Development of a Connection Concepts document

SHAC, a reputable local architecture and urban planning firm, has been commissioned to lead  the development of a concept masterplan for Tomaree Lodge. 

In August 2025, SHAC produced the Tomaree Lodge preliminary concept document (PDF, 49.2 MB) which unveiled preliminary concepts for Tomaree Lodge, based on detailed site analysis, community input and specialist technical expertise. Please note, due to the file size downloading may take a few minutes.

SHAC will now undertake further community consultation to refine the concepts and finalise a concept masterplan for the site.

How can I share my thoughts on the future use of Tomaree Lodge?

The NSW Government, along with SHAC, a Hunter-based urban design firm have released a preliminary concept document to share insights and support further thinking about the future use of Tomaree Lodge.

What is the role of the Community Engagement Committee?

The Committee will provide advice to Government and contribute to the development of short-term and long-term plans for use of the Tomaree Lodge site. Committee members will draw on their personal and professional experience to ensure input reflects the diversity of experiences and challenges faced by the community.

The Committee consists of sector representatives and six members of the public who were appointed after a competitive expression of interest process. The Committee is chaired by the Mayor of Port Stephens Council.

Where can I read the Tomaree Lodge site Potential Future Uses Report?

In 2023, the NSW Government completed a community consultation program on the potential future uses of the Tomaree Lodge site.

Consultation for Tomaree Lodge closed on Friday 6 January 2023. We received more than 500 survey responses and submissions.

What is the purpose of the Information Centre?

We have established a new on-site Information Centre which includes two friendly new staff members. The staff will oversee operations, enhance community safety and support visitors. Staff are also there to keep locals informed about the latest developments for Tomaree Lodge.

The Information Centre is located near the entrance in Cottage 11.

Opening hours are between 9am and 3pm Monday to Friday.

We welcome feedback, suggestions and reflections about Tomaree Lodge (this could include photos, stories or historical facts) which may be used in future communications.
